Regular Meeting of Trustees Unapproved Minutes
February 1, 2010 Village Hall 7:00 pm to 7:30 pm
Meeting called to order by President Guy Williams.
Members present: Guy Williams, Jim Broome, Geno D’Agostino, Dave Knutson, Jeff Reed,
Chris Sondrol, Mike Voltz
Public Comments: Carl Holmgren representing the Balsam Lake Chamber of Commerce announced the events and requested community support for the upcoming Winter Fest held February 5th to February 7th.
Motion by Chris Sondrol to approve the agenda. Seconded by Jeff Reed. All in favor. Carried.
Minutes from the previous board meeting and special board meeting were presented.
Motion made by Mike Voltz to approve the minutes as presented. Seconded by Jim Broome.
All in favor. Carried.
Monthly Police Report presented by Officer in Charge Jennifer Hanson. Hanson reported on two training clinics she had attended in January.
Monthly Fire Report presented by Chief Tim Moore.
Monthly Library Report submitted by Librarian Trish Olson was reviewed.
An application for Amplified Device Permit was submitted by the Thirsty Otter Tavern for weekends, holidays, and special events in 2010. Motion by Jim Broome to approve amplified device permit #10-01 to the Thirsty Otter Tavern for 2010. Seconded by Jeff Reed. All in favor. Carried.
Police Policy & Procedure – Section 12 Vacations was discussed. It was noted that Village employees earn 15 days of vacation after 8 full years of service rather than after 5 full years of service; 25 days of vacation after 30 full years of service rather than after 25 full years of service. Motion by Dave Knutson to change the Police Policy & Procedure Agreement – Section 12 Vacations to 15 days of vacation after 8 full years of service and 25 days of vacation after 30 years of service, the same years of service as Village employees. Seconded by Geno D’Agostino. All in favor. Carried.
Polk County Tourism Ad – The Village received information and price lists from two companies publishing a visitor guide for Polk County; Assured Publications of Tomahawk, WI and The Sun of Osceola, WI. Al Hanley, publisher of Assured Publishing was present and outlined the marketing plan, number of guides and dates distributed. Discussion was held on the guide, photos and prices. A one page ad from Assured Publishing includes a ½ page free. Motion by Dave Knutson to purchase a one page ad from Assured Publishing for $995.00. Seconded by Jeff Reed. All in favor. Carried.
Destination Northwest Wisconsin Expo will be held on February 20, 2010 at the St. Croix Casino. Discussion was held on the Village setting up a display to include promotion of the Industrial Park. It was agreed upon to do the event. Caroline Rediske of Basically Balsam agreed to help with the booth.
Municipal Building Heating & Electric Cost Yearly Comparison chart was reviewed by board members. It was agreed that the changes made in the heating and electric systems have made impressive savings.

Rural Water Annual Tech Conference – Motion by Mike Voltz to send Darryl Ince and Jim Duncan to the Rural Water Annual Tech Conference held March 24th – 26th. Seconded by Jeff Reed. All in favor. Carried.
Committee meetings set for February
Street February 9 6:00 pm Traffic Enhancement
Sewer/Water February 22 6:00 pm Rate Structure
Public Protection February 22 6:45 pm
Vouchers were presented to the board. Motion made by Jim Broome to approve vouchers as presented. Seconded by Dave Knutson. All in favor. Carried.
Treasures Report was presented to the board. Motion made by Mike Voltz to approve the Treasures Report as presented. Seconded by Jeff Reed. All in favor. Carried.
In other business: Discussion was held on a letter received from State Representative Ann
Hraychuck in response to letter sent from the Village Board addressing various concerns
including shared revenue, mandatory public water system chlorination and issues affecting
local governments. It was agreed upon to hold an open meeting with State Senator Sheila Harsdorf and State Representative Ann Hraychuck. A letter will be sent requesting a meeting to be held at their convenience.
Motion to adjourn by Mike Voltz. Seconded by Dave Knutson. All in favor. Carried.
