Public Hearing Budget 2011 6:45 pm to 7:00 pm
Hearing called to order by Guy Williams.
Members present: Guy Williams, Caroline Rediske, Mike Voltz, Dave Knutson, Jeff Reed, Geno D’Agostino, Chris Sondrol
Village Board members reviewed the proposed 2011 Budget as presented. No changes were made. Guy Williams adjourned the Public Hearing.
Regular Meeting of Trustees 7:00 pm to 9:15 pm Unapproved minutes
Meeting called to order by President Guy Williams.
Members present: Guy Williams, Caroline Rediske, Mike Voltz, Dave Knutson, Jeff Reed, Geno D’Agostino, Chris Sondrol
Public Comments: Carl Holmgren stated the Village should be sure that all the flags are in good condition for Veteran’s Day.
Motion by Mike Voltz to approve the agenda. Seconded by Caroline Rediske. All in favor. Carried.
Minutes from the previous board meeting & special board meeting were presented. Motion by Jeff Reed to approve the board minutes as presented. Seconded by Chris Sondrol. All in favor. Carried.
Monthly Fire Report presented by Fire Chief Tim Moore. Board members stated that they would like to receive a monthly treasurer’s report from the Fire Department on their activities.
Monthly Library Report presented by Librarian Trish Olson.
Monthly Police Report submitted by Police Officer Lindsey DuBois.
Chamber of Commerce President Chris Nelson informed the board that the CC new website is up and running and encouraged members to look at it. There is also a survey that will be posted at businesses and on the website titled "What’s next for Balsam Lake". Santa will be at the Book Nook on 11-27-10 from 11:00 to 1:00.
A handicap bathroom was installed at the Lanesdale School this year. Rosalie Kittleson stated that they are on a tight budget and she did not realize that a quarterly service charge would be charged to them year round, whether they are using the service or not. She is asking the board if they could forgive the service charge for 2010. They will budget the service charge into the 2011 budget. The PSC Commission regulates the water rates and cannot be forgiven. They could act on the sewer service charge. Motion by Geno D’Agostino to excuse the sewer service charge for 2010. Seconded by Mike Voltz. Dave Knutson abstains. All else vote yes. Carried. Motion by Mike Voltz to pay the water service charge for 2010 out of the general fund. Seconded by Chris Sondrol. Dave Knutson abstains. All else vote yes. Carried.
MSA, Dave Rasmussen presented a Professional Services Agreement which addresses the TIF Amendments project. The start date is 11-1-10 to be completed by 12-31-11 for the sum of $12,000.00. MSA agrees to provide planning services to amend TIF #2 to be a donor TIF, TIF #3 to be a distressed TIF and TIF #5 to subtract property. A TIF analysis was reviewed with the board. Motion by Jeff Reed to

move forward with MSA, to accept the service agreement of $12,000.00 and move forward with the reorganization of the TIF District in regards to amendments. Seconded by Chris Sondrol. All in favor. Carried.
Finance Committee report given by Chris Sondrol. The proposed budget for 2011 was presented for approval. The total Village tax levy is $627,505.00. The tax levy is $897.00 lower than 2010. The mill rate is $4.89 per $1,000 assessed valuation, the same as 2010. A public hearing was met and no changes were made. Motion by Dave Knutson to approve the proposed budget for 2011 as presented with a tax levy of $627,505. Seconded by Jeff Reed. All in favor. Carried.
Park Committee report given by Caroline Rediske. The committee is moving forward with the Garden Club’s perennial garden at the curve of Main Street. Discussion was held on the skateboard park. Motion by Dave Knutson to use the remaining funds from the Park’s tennis court outlay account to pay for skateboard park equipment. Seconded by Geno D’Agostino. All in favor. Carried.
AdHoc Website Committee report given by Jeff Reed. Discussion was held on obtaining Lynda Berg, Managing Editor of the Ledger Newspaper to write copy for the Village website. A written sample was submitted from Lynda to review that could be used for the front page of the website. Lynda would be interested in writing the content not in designing the website. She would like to be compensated for her time. She is asking for $100.00 for the work she has done thus far. Motion by Jeff Reed to hire Lynda Berg to write the copy for the website as the committee moves forward. Seconded by Mike Voltz. All in favor. Carried. Discussion was held on the redesign of the website, what is missing from the current website, how to improve the website, should other providers bids be obtained. At this point with all the info that has been obtained Steve Biza feels the committee needs to start from scratch. A full board meeting will be scheduled this month for further discussion.
Public Protection Committee report given by Geno D’Agostino. The committee met under closed session and announced that pending the outcome of the court decision on November 10th regarding the restraining order the Balsam Lake Police Department will temporarily limit its activity.
Ordinance Amendment 2010-08 Amendment to Chapter 247 Property Maintenance was reviewed by the board. This ordinance pertains to Garage Sales where it will require residents to obtain a license from the Village for all garage sales. The license shall be obtained at least 3 business days prior to the sale and has a fee of $1.00 for the first sale, $5.00 for the second, and $10.00 for the third sale when held within the same calendar year. Garage sales shall not be held more than 3 times per calendar year. Motion by Dave Knutson to approve Ordinance Amendment 2010-08. Seconded by Caroline Rediske. On roll call: Caroline Rediske, yes; Mike Voltz, yes; Dave Knutson, yes; Jeff Reed, yes; Geno D’Agostino, yes; Chris Sondrol, yes; Guy Williams, yes. Carried.
Polk County Highway requests the Village to officially vacate streets: 4th Avenue West and the south end of Pearl Street. Both streets are located in the Polk County Highway yard. A map of the location was reviewed by the board. Motion by Geno D’Agostino to prepare a resolution and to follow the legal proceedings to vacate the streets. Seconded by Carolyn Rediske. All in favor. Carried.
Carolyn Rediske gave a report on a meeting she attended with the Soil & Water Conservation. They meet in regards to what the County can do to preserve our lakes and rivers. Their website is www.pcalr.org to obtain more information.
The board was asked to consider compensating the Police Fire Review Committee for their time. The board receives $25.00 a committee meeting. Motion by Chris Sondrol to approve $25.00 a meeting retroactive to their first meeting. Seconded by Jeff Reed. All in favor. Carried.

Regional Planning Representative Dave Evans was present to review with the board on his responsibilities as a representative and asking the board to consider compensating him for his time. Motion by Dave Knutson to pay the Regional Planning Representative a flat $400.00 a year. Seconded by Guy William. All in favor. Carried.

Vouchers were presented to the board. Motion made by Chris Sondrol to approve vouchers as presented. Seconded by Jeff Reed. All in favor. Carried.
Treasurers Report was presented to the board. Motion made by Geno D’Agostino to approve the Treasurers Report as presented. Seconded by Chris Sondrol. All in favor. Carried.
Building Permit #10-45 thru10-51 was presented to the board. Motion by Mike Voltz to approve the building permits as presented. Seconded by Caroline Rediske. All in favor. Carried.
